Victoria's work coordinating the BACEA expert team which translated into Bulgarian the book Conditions of Contract for Plant & Design-Build has also recently come to fruition with the publication of this book in paper format. The compendium is a second edition, reprinted in 2022, and amended by a team of professionals in construction law - members of the Bulgarian Society of Construction Law (BSCL).

Victoria Penkova is a member of BACEA, the Bulgarian Association of Consulting Engineers and Architects, founded in October 1999. BACEA is the only organization in Bulgaria to bring together the companies exercising construction supervision and consultant activity. The public activity of the Association, as well as the fact that it is very often the initiator of joint standpoints on issues important for the colleagues from this field, makes the Association a very valuable factor in the Bulgarian public space, along with other professional organizations in the design and construction area.

Victoria Penkova is the managing partner at Penkova & Partners, and has been practising law since 1990. She has extensive experience in the fields of construction, real estate, contract and commercial law, and urban development. Victoria provides legal consultations in all phases of construction and represents clients in court and arbitration proceedings. Qualified in practical use of FIDIC conditions of contract and management of contract claims and resolution of disputes, she is a member of the management board of the Bulgarian Society of Construction Law, and is included in the list of adjudicators at the Bulgarian Association of Architects and Consulting Engineers. Victoria is fluent in English and knowledgeable in Russian.
